This issue occurs because Vercel uses the Public Suffix List to determine registrable apex domains. When a country-code second-level domain suffix such as .edu.ug is not listed on the Public Suffix List, Vercel interprets .ug as the top-level domain and edu.ug as the apex domain. Because of this, Vercel treats oist.edu.ug as a subdomain of edu.ug and requires ownership verification via a TXT record at _vercel.edu.ug, which can only be set by the owner of the root domain. Vercel cannot manually add the suffix, override registrable-domain parsing, or bypass ownership verification.
